The conversation about artificial intelligence is stuck in the wrong century.
We are obsessed with what AI will automate, which jobs it will eliminate, whether it will surpass human intelligence, or whether it might become uncontrollable one day. These questions matter. But they all share one underlying assumption: that AI will make machines smarter.
What if AI’s greatest contribution were something else entirely?
If the greatest promise of artificial intelligence won’t be replacing human intelligence but amplifying it. Not by creating ever more capable machines, but by helping millions of people think, learn, and solve problems together. In an era defined by climate change, fragile supply chains, aging populations, geopolitical tensions, and rapid technological disruption, the bottleneck is no longer computational power. It is our ability to coordinate human intelligence at scale.
From Artificial Intelligence to Collective Intelligence
The Industrial Revolution multiplied human muscle. The Information Age multiplied access to knowledge. The next transformation could multiply collective intelligence.
For centuries, liberal democracies and market economies have been among humanity's most successful inventions, because they distributed power. They allowed individuals to experiment, innovate, and pursue their own aspirations. Freedom proved not only morally compelling but remarkably productive. Most scientific discoveries, technological breakthroughs, and entrepreneurial successes emerged not from central planning but from countless decentralized initiatives.
Yet, freedom alone has never been enough. Every society struggles with externalities—the costs imposed on others that are ignored by individual decisions. Carbon emissions, biodiversity loss, misinformation, antibiotic resistance, and financial instability all arise because actions that benefit individuals or organizations can impose costs on everyone else. Markets often fail to consider these costs. Political institutions often struggle to respond before some crisis unfolds.
Meaningful Participation that Scales
Artificial intelligence offers a new possibility—not by replacing markets or democracy, but by improving both.
Imagine AI systems that help communities identify shared priorities, synthesize local knowledge, evaluate policy alternatives, and reveal the long-term consequences of different choices. Imagine digital platforms that empower citizens, businesses, researchers, and public institutions to co-design solutions tailored to local conditions rather than relying on one-size-fits-all policies. Instead of concentrating power in a handful of institutions, AI could dramatically lower the cost of meaningful participation.
This is not utopian fantasy. It builds on decades of research on collective intelligence, participatory governance, and complex adaptive systems. Studies show that groups can outperform even highly capable individuals when they combine diverse perspectives under the right institutional conditions. Nobel laureate Elinor Ostrom demonstrated that communities frequently manage shared resources more effectively than either centralized governments or unregulated markets when appropriate rules and feedback mechanisms are in place. Recent work on participatory resilience argues that societies become more adaptable not by eliminating uncertainty but by enabling broad participation in anticipating, responding to, and learning from disruption.
The lesson is surprisingly simple: resilience is not something governments deliver to citizens. It is something societies create together.

Nature Has Been Here Before
This requires rethinking what intelligence itself means. Intelligence is not merely the ability to compute faster or predict more accurately. It is also the ability to cooperate, adapt, and learn. Nature applied this long before we humans have been here.
A healthy forest has no central planner. Neither does a coral reef. Trillions of organisms in the human microbiome coordinate without a headquarter or executive committee. Their resilience emerges from countless local interactions, continuous feedback, diversity, and mutual adaptation. Ecosystems survive not because every component is optimized in isolation, but because relationships among components remain adaptable until they become mutually beneficial.
Human societies often strive for the opposite. We optimize for efficiency, centralization, and short-term performance. Global supply chains minimize costs—until a pandemic or geopolitical conflict exposes their fragility. Highly optimized systems frequently become brittle because they sacrifice redundancy, diversity, and local adaptability.
Nature offers a different model.
Evolution has spent billions of years discovering principles that foster resilience: distributed decision-making, modular organization, continuous experimentation, diversity, and mutualism. Rather than exploiting every possible resource, healthy ecosystems create relationships in which many participants benefit simultaneously. Waste from one process becomes input for another. Local feedback continuously corrects emerging imbalances before they escalate into systemic failures.
These are not just biological curiosities. They could be powerful design principles for resilient societies.
The Age of Co-Creation
Artificial intelligence and the Internet of Things (IoT) now make it increasingly feasible to apply these principles. Sensors can illuminate environmental impacts that previously remained invisible. AI can integrate vast streams of information into actionable insights. Digital platforms can coordinate local initiatives without requiring centralized control. Communities can experiment with different approaches, learn from one another, and continuously improve. Diversity of solutions becomes an advantage rather than an obstacle because successful innovations spread while unsuccessful ones remain constrained.
The result won’t be an optimal society, but something more realistic, something “better than optimal”: a society capable of learning.
This vision also points toward a more mature form of liberalism.
The liberal project has always rested on trust in human creativity. Yet, liberty separeted from responsibility ultimately undermines itself. Genuine freedom requires institutions that help individuals recognize how their actions affect others and the natural systems on which all prosperity depends. New technologies make many of these external effects increasingly measurable. Instead of relying solely on regulation after damage has occurred, societies can provide timely information that encourages cooperation before problems become crises.
The goal is not greater surveillance or centralized control. It is greater awareness. Better information can enable better coordination while preserving freedom.
A Smarter Society
Technology should strengthen self-governance, not replace it. Nor do we need to retreat from globalization. Global collaboration remains indispensable for science, trade, and addressing planetary challenges. But resilience also requires stronger local capabilities. Communities that can produce own energy, food, essential goods, knowledge, and social support are less vulnerable to disruptions beyond their control. AI can help identify solutions that reflect local geography, culture, resources, and values rather than imposing uniform solutions from afar.
Such diversity is itself a source of innovation. Different cities, regions, and countries can become laboratories for new ideas, learning from one another while adapting solutions to their own circumstances. Evolution, after all, progresses through variation and selection—not through universal standardization.
The central question of the AI age, then, is not whether machines will become more intelligent than humans.
It is whether humans will become more intelligent together.
History suggests that civilization advances whenever it discovers new ways to cooperate at larger scales. Language enabled tribes. Writing enabled states. Money enabled markets. Science connected ideas. The Internet connected people. Artificial intelligence could help us think with one another—rather than for us.
If we design it wisely, AI will not diminish human agency. It will expand it.
The future does not need smarter machines. It needs smarter societies.
